Tome of Eternal Ice: freeze the map

Quick answer

A tier IV Shadow tome. Chilled deals Frost damage and at five stacks converts to a one-turn Freeze; Whiteout freezes water provinces so any unit can walk them.

The Tome of Eternal Ice is the capstone of the Silver Seas set: a tier IV Shadow tome focused on Frost, Freezing, and keeping your units alive while the enemy stops being able to act. It is the most expensive of the four in research terms, and it is the one that changes the map rather than just the fight.

Its headline trick is Whiteout, which turns water provinces into ice and snow — including the water your army is standing next to. That is how a land army crosses an ocean without paying the embark cost, and it is the single most expansion-defining ability in the set.

Chilled, and why five matters

Chilled is the expansion's new status effect and the frosty counterpart to Burning. It deals a small amount of Frost damage per turn for three turns, stacks up to five, and at five stacks it is removed: the unit takes a burst of Frost damage and becomes Frozen for one turn.

The tome also changes what happens when a unit resists Freeze. Instead of applying Status Vulnerability, a resisted Freeze now applies Chilled, so every failed freeze still moves the target one step closer to the next one. The Tome of Cryomancy and Cold Dark were updated to use Chilled as well, in the free Manta patch, which means frost builds that predate this expansion get the new stack mechanic for free.

Whiteout is a movement tool

Read Whiteout again as a logistics spell rather than a damage spell. It converts water sectors to Ice and Snow, and units can walk on Ice. That means an army with a single Ice-capable caster can cross a sea without embarking, without paying 20 movement points per unit, and without the vulnerability that embarked units have in combat.

Ice Fusion does the same thing for individual units with Water Walk, which freezes the water under their feet instead of embarking. The difference is scale: Ice Fusion is a transformation applied to your people, Whiteout is a spell you cast on a province. A faction with both can treat an ocean as a road.

The Manta

The Ancient Hoarfrost Manta is the tome's tier V unit and one of the most straightforwardly powerful things in the expansion. Freeze Ray has a high chance to Freeze a single target. Sleet Storm is a 2-hex radius attack that applies Chilled and Wet to everything in range — note the combination, because Wet plus Chilled is exactly the setup Hydromancy wants.

Eternal Hoarfrost is the passive that ties it together: whenever an enemy unit is Frozen, every ally within 2 hexes is healed. In a fight where you are freezing something every turn, that is a continuous heal aura that costs you nothing.

How to play it

Eternal Ice rewards a slow, grinding advance. Open with Whiteout on the province you intend to fight in, apply Chilled through Ice Focus and Eternal Ice Blades, and let the Manta convert freezes into healing. The enemy's turns get shorter as units stop acting, and your army's health goes up rather than down.

The weakness is speed. Nothing in this tome helps you chase; if the enemy refuses to engage, you have spent a tier IV tome on a stalemate. Pair it with a culture that can force a fight — Mercantile's routes give the enemy something to attack, and a Piracy army can raid until they come out.

Verdict

Take Eternal Ice if you want a capstone that changes terrain and wins long fights. Leave it for a long game; tempo builds will not get their money back.

The Hydromancy tome is the natural partner, because Wet and Chilled stack on the same targets; the Mercantile culture gives you a reason to be on the water in the first place, and water combat explains the movement rules that Whiteout is bending.

How to counter it

Fire damage and high status resistance are the answers. Chilled is a Frost effect, and a unit that resists Frost repeatedly will resist the freeze as well — although the tome's own rule means a resisted freeze still applies Chilled, so resistance slows the engine rather than stopping it.

The bigger counter is mobility. Nothing in Eternal Ice helps you catch an army that refuses to fight, and Whiteout is a province-scale spell that takes time to place. Against a fast raiding opponent, the tome can feel like a very expensive way to freeze ground nobody is standing on.
